The Biltmore Lake Community Action Committee (BLCAC),
which was formed in 2005 to address various Biltmore Lake community
issues, is proud to be the host of this Web site - StopAsheville.com.

Although our current efforts originated in the Finance Committee of the
Biltmore Lake Home Owner's Association in early 2006, a sub-committee
was quickly formed to tackle the issue of potential annexation of
Biltmore Lake by the City of Asheville. Other concerned residents, after
hearing or reading about our efforts, soon joined what we refer today as
the Steering Committee for the BLCAC. We have found, on the whole, most
residents of Biltmore Lake have come together in a grass-roots effort to
support the fight to stop the annexation of Biltmore Lake by the City of
Asheville. In addition, by supporting issue-specific legislative
actions, there is collective agreement to work toward change of the
grossly unfair and undemocratic process of forced, involuntary
annexation in the State of North Carolina.
The Steering Committee of the Biltmore Lake Community Action Committee (BLCAC)
has been interacting quietly and pragmatically with city, regional and
state officials to learn and more fully understand the process as well
as the many statutory elements associated with annexation. We have been
working diligently and deliberately toward our goal of
stopping annexation. It is our opinion; a “knowledge-based” fight will
lead to a practical, long-lasting solution.
For over past 12 months, the Steering Committee has completed
significant annexation research, discussed numerous issues with various
city and county officials as well as with our State Representative
Charles Thomas. We have been actively networking with other
anti-annexation groups throughout the state. And, in preparations for a
potential legal battle, we have been proactive insofar as we have
consulted with a number of attorneys within the State of North Carolina
who are familiar with the current statutes.
After discussions with
Charles Thomas,
our local State Representative to the North Carolina General Assembly,
we are pleased to report he will be introducing a bill in opposition to
forced, involuntary annexation. We enthusiastically support his bill
(details will be forthcoming) and all other legislation that will
benefit our cause. Additionally, we will support legislators' efforts to
bring these bills to a vote to change the current North Carolina law
that allows forced annexation.

author, Grady Jefferys, entitled, "Forced Annexation, How to Protect
Your Property Rights Against Municipal Tyranny." It explains simply
and clearly the history behind the forced annexation statutes and the

Finally, be assured, when the time comes to legally oppose the City
of Asheville in its attempt to annex Biltmore Lake, we are ready to act!
If the City Council adopts the annexation ordinance, legal counsel will
file a petition in Superior Court on our behalf, within the time-line
prescribed by law.
